Ambassador Herro Mustafa Garg is a senior U.S. diplomat with nearly three decades of experience advising at the intersection of geopolitics, security, and global commerce.  She has served in some of the world’s most strategically consequential regions, including the Middle East, South Asia, and Europe, helping shape policy environments, manage crises, and advance major commercial interests for the United States.

Most recently, Ambassador Garg served as U.S. Ambassador to Egypt, where she led one of the largest U.S. diplomatic missions in the world, an interagency team of more than 1,800 personnel, while overseeing more than $1.4 billion in combined military and development assistance.  During her tenure, she guided U.S.-Egypt relations through a period of significant regional volatility, contributing to diplomatic efforts related to Gaza negotiations, Sudan ceasefire initiatives, and regional de-escalation efforts in the Horn of Africa.  She also advanced major commercial interests for American companies across sectors including technology, energy, infrastructure, agriculture, and space.

Previously, she served as U.S. Ambassador to Bulgaria, where she led a 500-person interagency mission and played a central role in strengthening European energy security, advancing diversification away from Russian energy sources, and countering strategic commercial influence from China.  Under her leadership, the U.S. Embassy in Sofia recorded the highest number of commercial advocacy successes in Europe.  Her diplomatic leadership also includes service as Deputy Chief of Mission in Portugal and Political Minister Counselor in India.  She served at the White House as Senior Advisor to the Vice President and as Director at the National Security Council, where she helped shape U.S. policy across administrations related to the Middle East, South Asia, Iraq, Afghanistan, and Iran.

Ambassador Garg holds a Master in Public Affairs from the Princeton School of Public and International Affairs and a Bachelor of Science in Foreign Service from the Georgetown University School of Foreign Service.  She speaks Kurdish, Arabic, Farsi, Greek, Hindi, Bulgarian, and Portuguese.

Her diplomatic service has been recognized with numerous U.S. and international honors, including the United States Presidential Rank Award, one of the highest distinctions awarded to career leaders in the U.S. government.  In recognition of her role in strengthening international partnerships, she received the Medal of Honor from the Government of Egypt in 2026 as well as the Order of the Madara Horseman, First Class, awarded by the President of Bulgaria in 2023. She has been named a recipient of the Great Immigrant Award by the Carnegie Corporation of New York, honoring naturalized citizens who have made notable contributions to American society. Her additional distinctions include the U.S. Department of Defense Joint Civilian Service Commendation Award.  Her family’s story and public service is the subject of the documentary American Herro.
